₹15-Crore PMC Garbage Depot Land Scam? Probe Demanded Over Alleged Revenue Record Tampering in Uruli Devachi

0

PUNE — Allegations of large-scale financial irregularities, document fabrication, and revenue record tampering have surfaced over a 1.5-acre plot in Uruli Devachi, estimated to be worth around ₹15 crore, which was originally acquired by the Pune Municipal Corporation (PMC) for civic infrastructure.

A formal complaint submitted to municipal, district, and land revenue authorities alleges that prime civic land earmarked for a garbage depot, waste processing unit, and a 40-foot approach road was illegally transferred and claimed through questionable sale deeds and altered land records in collusion with elements of the land mafia and revenue personnel.

The Background: Land Acquired for Civic Infrastructure

According to documents cited by the complainant, the dispute involves land under Survey No. 32 in Uruli Devachi, Haveli Taluka. The parcel was subject to statutory acquisition proceedings between 2002 and 2004 to cater to the Pune Municipal Corporation’s solid waste management operations and access road network.

Despite the completion of acquisition protocols, subsequent private transactions were allegedly registered over parts of the acquired plot, raising severe questions regarding regulatory oversight, title clarity, and statutory record management.

Questionable Deeds of 2012 and 2016

The formal petition outlines a timeline of multiple transactions registered after the land was designated for public utility:

  • The 2012 Transaction: On July 3, 2012, a sale deed for Survey No. 32/5 was registered citing a consideration of approximately ₹67.85 lakh. While an attempt was made to alter the mutation entry (ferfar) to reflect private ownership, the revenue administration previously struck down the alteration citing existing municipal acquisition. Subsequent appeals before the Tehsildar’s office reportedly upheld the rejection of private mutation entries.

  • The 2016 Transaction: Despite earlier rejections, a second sale deed was reportedly registered in 2016 for an evaluated sum of ₹1.56 crore. While the corresponding mutation record was initially rejected, subsequent appellate actions led to changes in the revenue records based on measurement adjustment sheets (Kami-Jasti Patrak or KJP).

Complainants have sought a comprehensive forensic inquiry into the 2018 mutation entries, specifically focusing on how occupant names and land dimensions were modified in official ledgers.

The Duplicate 7/12 Anomaly

A key concern raised in the petition is the alleged creation of two distinct 7/12 land extract records for the same plot (Survey No. 32/5).

The records show that one 7/12 extract marks the account as closed or inactive, while a parallel extract remains operational. In land administration, discrepancies of this nature risk creating parallel title claims and statutory confusion, making verification of original measurement maps, registered deeds, and acquisition decrees essential under Indian land revenue guidelines.

Demand for High-Level Scrutiny

Local resident Harshal Borkar has submitted a detailed memorandum accompanied by relevant property extracts to the Pune Municipal Commissioner, the District Collector, and the Land Records Department.

The petition urges the authorities to:

  1. Conduct an independent, multi-agency audit of all land registration and revenue ledger alterations related to Survey No. 32.

  2. Register criminal proceedings against any individuals, middlemen, or department staff found complicit in forging records or abusing administrative authority.

  3. Review statutory compliance under Indian land acquisition and revenue laws—including the rightful resolution of compensation claims for legal heirs of affected farmers if pending, and the immediate repossession of unused public land strictly in line with government rules.

Administrative Position

The allegations currently rest on the claims, documents, and representations placed before the authorities by the complainant. Official administrative conclusions on the legal status of the transactions, administrative findings, or potential punitive action will depend on the formal inquiry conducted by the competent revenue and municipal authorities.
